At first it sounds like a joke you would giggle over and move on from. The more you consider it, though, the more it starts to seem oddly real. A charge just for being inside a system that keeps collecting whether you move or not, not for effort, talent, or time spent working.
You see it in little locations. A deduction you did not anticipate. Quietly emerging, a charge explained in terms too tidy to doubt. Not abrasive or loud, it is simply constant. And that is what gives it its might. It doesn't need to ask for attention. It just stays.
Paying for stillness is somehow disturbing. One gets the sense that doing nothing is now a sort of crime. As though rest, stop, or even uncertainty must have a price. You are billed for failing to choose out, for not noticing in time, for not moving fast enough.
